A lawyer familiar with anti-graft laws says that the barangay captain of Sacred Heart might be charged with malversation of public funds and gross misconduct if it is proven he malversated payments intended for the barangay treasury. Atty. Orlando Paolo Casimiro Jr., son of Overall Deputy Ombudsman Orlando Casimiro, states that a provision under Republic Act 3019 also known as the Anti Graft and Corrupt Practices Act requires a public official not to have any financial interest in any business transaction in connection with which he intervenes or takes part in his official capacity. |
